Coverage: 2 active published awards; 2 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

Procedure rationaleSerco is the only supplier of the Eclipse system and Eclipse is the only document management system which integrates NCRs and Actions as concluded by the tender action which determined our use of Eclipse from 2017. Significant advantages accrue from our use of Eclipse because it is widely used across the European space industry. ESA uses it on all its large projects, and it is also used by all the prime contractors in Europe (Airbus Defence and Space, Thales Alenia Space, and OHB) who are the immediate customers for many of our projects. Eclipse provides specific functionality for the easy export and import of collections of records and files between different instances of the tool suite; loading information into customer and ESA instances of Eclipse is required on multiple large projects in RAL Space and being able to do so natively from our own Eclipse server makes this straightforward and significantly improves our efficiency. |
