Why no open competition: The works, supplies or services can be provided only by a particular economic operator due to absence of competition for technical reasons
Published justification: A crucial aspect of procuring licenses and software, besides compatibility with STFC current designs, is backwards compatibility with past projects and intellectual property. If UKRI were to lose this backwards compatibility, significant additional effort and risk would have to be introduced in future projects to re-implement the designs.
