- Weighted Average Price: Quality criteria are included to validate if the supplier has met the minimum quality standards (as described in the ITT) and provided relevant information to demonstrate the same. Whilst individual quality criteria will have weightings, bidders will be required to meet a threshold as detailed in the ITT to meet the minimum pass marks required to qualify for E-auction. The E-auction will be open only to suppliers who have met the quality criteria threshold. Except in the circumstances where there is a tie break in the E-Auction, the scores awarded during the quality stage will not be taken forward for e-auction. As such, except where there is a tie break, contract award will be based solely on the outcome of e-auction, with the lowest price determined by the e-auction. In the event of a tie-break in the E-Auction, the contract will be awarded to whichever of the tied bidders remaining in that E-Auction had the total highest score for the quality criteria set out in the ITT.
