Published requirement description

Tees Valley Combined Authority (TVCA) has established a Group-wide Open Framework for the provision of specialist legal services. The framework is structured across the following Lots:

Lot 1: Corporate, Contracts and Commercial Law

Lot 2: Property, Planning and Construction

Lot 3: Utilities

Lot 4: Regulatory, Employment and Litigation

The framework provides access to specialist legal expertise across a range of disciplines to support the requirements of TVCA and its constituent organisations. Providers appointed to each Lot have demonstrated relevant experience and capability within their respective areas of practice and sectors. Commissions may, where appropriate, involve services that span multiple Lots.

The estimated aggregate value of all Lots over the lifetime of the Open Framework is between £7 million and £10 million, subject to organisational requirements and the availability of external funding.

The Open Framework has a maximum duration of four years and will operate through successive framework iterations as follows:

  • Framework 1: Initial term of 24 months.
  • Framework 2: Term of 12 months, with an option to extend for up to a further 12 months.
  • Framework 3: Final framework term of up to 12 months, subject to whether the extension option under Framework 2 is exercised.

This Open Framework has been established in accordance with the provisions of the Procurement Act 2023 relating to Open Frameworks, enabling the periodic admission of suppliers at prescribed refresh points throughout its duration.

CPV: Legal services

What this means for your bid
  • Price carries 50 of 100 points: a 10% discount moves about 5 points. This one is won on the number: sharpen the price before polishing the prose.
  • “TVCA-PROC-0584 - Tees Valley Combined Authority Group - Group Wide…” is a framework: the contest is a place on its panel, not a single contract: call-offs may be direct or by further competition.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
