What is being bought

Ordnance Survey currently maintains Transport Networks Roads data for Great Britain to a specified currency in a National Geographic Database. The maintenance programme includes topographic and topological updates for a significant number of attributes. Ordnance Survey is now in a period of enhancing our Transport Infrastructure data to include the locations of bus and cycles lanes, as well as streetlights, Motorway Markers and Emergency Telephones as attributes to road links for all of GB (England, Scotland and Wales). Once the data has been received and validated, it will be linked to OS data via a reference ID. The data may be used in the generation of products for both the public and private sector.

OS is seeking to enhance the richness of the geospatial data provided to customers and would like to capture information on Bus Lanes, Cycle Lanes and Streetlights, with the goal of creating consistent and comprehensive datasets for GB. OS aims to procure both an initial population of the dataset and an ongoing supply of updates.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 72. The category anchor is Data services (72300000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
