What is being bought

This tender is for the provision of a sole provider for the purchase and maintenance of Real Time Information Passenger Screens (RTPI), a Content Management System (CMS), annual maintenance and support, and a customer services helpdesk. The WMCA now seeks to form a long-term partnership with a single provider for both hardware, software, customer services, development and innovation. The rationale being to provide a managed service, with consistency, clearly defined responsibilities, streamlined products and supply chain, and facilitate interoperability. In order to take part in this invitation to Tender, Suppliers must ensure they are registered on to the Government Central Digital Platform.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 48. The category anchor is Real-time passenger information system (48813200); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

As part of the procurement process, WMCA was keen to understand what systems were already delivered and available on the market, given recent advances in creating standards for display interfaces. The responses provided did not form part of the formal procurement process but assisted in shaping the technical requirements for a subsequent tender.\nDue to unforeseen delays in the project, and the forthcoming expiry of the RM6099 Framework, the decision has been taken to use an competitive flexible procurement route for this project."
