- How the procedure runs: A single stage procedure with a three stage evaluation. Bidders will be down selected between stages. Stage 1 - Conditions of Participation Stage 2 - Initial tender questions Stage 3 - Further tender questions limited to the top five bidders from stage 2, subject to tied bids.
