continuity and breadth of retail options\nare critical for customer service and revenue protection.\n4)RDG Accreditation and Compliance\n•Requirement: Solution must hold full RDG accreditation and comply with all industry standards at tender.\n•Rationale: Accreditation guarantees interoperability and adherence to rail industry technical standards, safeguarding\noperational integrity and compliance.\n5)Adherence to Project Delivery Timelines\n•Requirement: Fully operational solution by December 2026.\n•Rationale: Aligns with Fujitsu contract end date and Northern's strategic timeline for transition and staff training,\navoiding service disruption.\n6)Customer Payment Type Acceptance\n•Requirement: Must process all major payment types (cards, contactless, mobile wallets, cash, warrants) and support\nPCI DSS compliance.\n•Rationale: Reflects diverse customer payment preferences and ensures secure, industry-standard processing to\nprevent fraud and maintain trust.\n7)Support for ITSO PAYG Smartcards\n•Requirement: Must support ITSO PAYG products (e.g., MCard, POP card) and integrate with ITSO HOPS for ISAM\nmanagement.\n•Rationale: Enables interoperability with regional smart ticketing schemes, supporting Northern's multi-modal travel\ncommitments.\n8)TfGM cEMV PAYG Capability\n•Requirement: Must incorporate functionality for TfGM's contactless EMV PAYG scheme, ready for testing by July\n2026.\n•Rationale: Future-proofs the solution for emerging PAYG initiatives, supporting Greater Manchester's integrated\ntransport vision and Northern's strategic role in PAYG rollout.\n9)Customer Travel Options and Fare Types\n•Requirement: Must present full range of national and Northern-specific fare options across all devices.\n•Rationale: Ensures customers can access correct fares and products consistently, enhancing service quality and\nrevenue accuracy.\n10)End-of-Shift Accounting Functionality\n•Requirement: Must provide robust end-of-shift accounting features for ticket sales and reconciliation.\n•Rationale: Critical for financial integrity, audit compliance, and operational efficiency in managing cash and card\ntransactions.\n11)Ticket Inspection and Validation Functionality\n•Requirement: Must enable inspection and validation of all ticket types (smartcards, barcodes, PAYG) on both ticket\noffice and mobile devices.\n•Rationale: Supports revenue protection and customer trust by ensuring tickets are valid and correctly processed\nacross all channels.\nNorthern Trains Limited, is a Train Operating Company (TOC) that operates passenger rail services in the North of England. \nWhere used throughout this notice, the meaning of Train Operating Companies includes all and any of those train operating companies who, currently or in the future, provide services for the carriage of passengers by railway:\na. under a franchise agreement with the Secretary of State within the meaning of section 23(3) of the Railways Act 1993 or\nb. under, or secured under, the Secretary of State's duty in section 30(1) of the Railways Act 1993; or\nc. in accordance with legislation which supersedes or amends the powers referred to in a) and b), including where such powers are transferred from the Secretary of State to another body. \nThe list of current providers of services for the carriage of passengers by railway under these provisions can be found at https://www.gov.uk/guidance/public-register-of-rail-passenger-contracts.\nNovation or Assignment\nThe contract may be novated or assigned by Northern Trains Limited to Train Operating Companies, or to DFT Operator Limited (company number: 07141122) or any successor parent company to a Train Operating Company, following a corporate restructuring or similar circumstance. \nOther Information\nNorthern Trains Limited expressly reserves the right:\ni. not to award any suppliers the contract referred to in this notice;     "description": "Northern Trains Limited are seeking to engage the market to understand what solutions are available or significantly developed for the purpose of supporting our two requirements outlined below. \nOn-board ticketing and validation - This solution currently supports 720 machines across 24 depots. They are used by conductors and revenue officers to sell and digitally validate tickets. It is currently controlled by an MDM (a handset, printer, chip & PIN equipment and supporting depot  equipment, chargers etc) as well as a back office and software control process. \nTicket office ticketing system - This solution currently supports 226 machines at 162 locations. It is used by Northern ticket office colleagues and third party retailers under licence to Northern for rail retailing. A season ticket database is built into the system which is provided by a third party.\nCritical elements of these requirements have been outlined below:\n· Protect the continuity of retailing & digital ticket validation during transition\n· Remain accredited for key elements such as RDG accreditation, PCI-DSS, cyber security etc\n· For some depots, the ability to inspect EMV bank card taps as part of PAYG project (initially focused in the Greater Manchester area) with delivery of the inspection functionality for July 2026 in a limited test phase\n· The ability to support a large network from both software and hardware perspective\n· From a mobile perspective, light and robust technology\nIn order to support the above Northern will be looking to procure a solution with the following functionality:\n· Issuance of magstripe/paper roll tickets to serve all required fares and offers, we desire to move to \"paper roll ticket\" with type 6 RDG barcode (where possible) from day one\n· Collection of payments via debit or credit card (contactless, and chip and PIN)\n· Accountancy that ensures card, cash and rail warrant and voucher payment is possible\n· Facilitation of penalty fare / revenue protection reporting\n· Inspection and validation of existing paper tickets, smart cards, digital e-tickets with RDG type 6 barcode\n· EMV contacts (for pay as you go, some depots only)\n· Inspect West Yorkshire Combined Authority ITSO Smart cards (Mcard)\n· Inspect Nexus ITSO Smartcards (POPcard)\n· Journey planner and fare enquiry information\n· Effective back-office reporting (e.g. Passenger accounts)\n· For ticket offices: retailing of Railcard products\n· For onboard trains: the device must be robust, mobile and easily transported\n· Ability to convert a \"Promise to pay\" notice issued by our \"Arrive TVMs\" and output data to an SFTP site\n· Output of key data to SFTP sites\n· Environmentally, socially and secure disposal options for existing equipment that cannot be reused",
