    "description": "As anticipated in the UK Infrastructure 10-year strategy in June 2025, the Department for Transport (DfT) is establishing the Euston Delivery Company (EDC) to lead delivery of a renewed, fully integrated transport gateway of national and local significance at Euston and support the associated commercial property development. The Euston programme sits at the heart of Camden Council’s and the Greater London Authority’s wider plans for commercial and housing development in the Euston Area and includes upgrades to the existing mainline station, significant enhancements to the London Underground Interchange, improvements to local bus and taxi facilities, and the development of a new high-speed station (all together, the ‘campus’). Detailed design and construction of the new HS2 station is expected to be delivered by a Private Finance Partner, procured separately and subject to separate preliminary market engagement.  \nEDC plans to engage an Engineering and Design Partner (EDP) that is expected to demonstrate core capabilities which include:\n1.\tDesigner Role\nUndertaking scheme design on behalf of delivery partners\na)\tLarge-Scale Transport Engineering & Design\n•\tProven experience in delivering designs for complex, multi-modal transport infrastructure.\n•\tCapability to lead multidisciplinary design across high-speed and conventional rail, underground, and public realm integration.\nb)\tArchitectural Masterplanning & Strategic Engineering\n•\tExpertise in architectural master-planning and strategic engineering at scheme design stages.\n•\tAbility to shape and translate early-stage design into feasible and buildable solutions within constrained cost and programme parameters.\n•\tDesire and ability to work closely with the appointed Euston master-planner (Lendlease) and their commissioned architects\nc)\tLead Designer Role & Technical Integration\n•\tAct as the lead designer with responsibility for technical integration across all of the Euston campus work-packages throughout the duration of the programme.\n•\tEnsure seamless coordination between architectural, civil, structural, and systems engineering\n•\tEnsure seamless architectural and engineering integration with the campus associated commercial property development and master-planning\nd)\tProgramme Planning & Scheduling\n•\tEstablish and operate a technical programme management office, utilising modern AI based tools for master integrated scheduling, to enable examination of every facet of the programme and its pipeline of deliverables, the interdependencies, detail timings, and enable accurate costing, benchmarking and forecasting.\n•\tDevelop and maintain integrated programme schedules.\n•\tApply robust planning methodologies to support delivery assurance.\ne)\tCost Estimation & Commercial Support\n•\tProvide detailed cost estimation and benchmarking.\n•\tSupport value engineering and financial planning aligned with private finance models.\nf)\tCritical Path Analysis & Optioneering\n•\tIdentify and manage critical path activities.\n•\tLead optioneering exercises to inform strategic decision-making and optimise outcomes.\ng)\tStakeholder Liaison & Engagement\n•\tCoordinate with a wide range of stakeholders including HS2 Ltd, Network Rail, TfL, London Borough of Camden / GLA, and the Master Development Partner.\n•\tFacilitate transparent and collaborative engagement processes.\nh)\tCommon Data Environment (CDE) Management\n•\tEstablish and maintain a robust Common Data Environment to support design coordination, version control, and information assurance.\n•\tEnsure compliance with programme-wide data standards, security protocols, and digital workflows.\n•\tEnable real-time collaboration and traceability across all design disciplines and delivery partners.\n2.\tProgramme and Cost Control Services\nWorking for EDC to advise the client organisation, provide independent check and challenge\na)\tProgramme-Wide Consistency\n•\tEnsure consistency in technical standards, financial controls, and compliance across the programme.\n•\tSupport alignment with regulatory, environmental, and planning requirements.\nb)\tIndependent Technical Challenge\n•\tProvide independent review and challenge of design outputs, delivery methodologies, and technical decisions.\n•\tAdvise EDC on the robustness, feasibility, and integration of proposed solutions.\n•\tIdentify risks and opportunities early to inform strategic decision-making.\nc)\tChange Control Support\n•\tManage design-related change control processes.\n•\tAssess impacts of changes on cost, schedule, and technical delivery.\nd)\tStrategic Planning & Delivery Oversight\n•\tAdvise on programme planning, phasing, and delivery strategies.\n•\tSupport EDC in maintaining oversight of delivery partner performance and progress.\n•\tContribute to integrated reporting and forecasting to inform executive decision-making.\ne)\tInterface Management & Integration Support\n•\tAdvise on interface risks and integration challenges across delivery packages and partner organisations.\n•\tEnsure that design and delivery activities are coordinated and aligned with the overall campus vision.\nThe contract core term is currently expected to be 5 years, with optionality to extend for some or all of the capabilities through detail design and construction.",

        "description": "DfT, EDC (and HS2 providing technical and procurement support) will be jointly conducting the preliminary market engagement for the anticipated EDP procurement by EDC. The intention is to undertake virtual and/or in person engagement starting from mid to end of November 2025, with an agenda circulated in advance. \nThe objective of this preliminary market engagement is to understand market interest in a contract to deliver the EDP services needed to support EDC to deliver the Euston Campus and help inform the tender specification. In particular, \n•\tTo raise awareness of EDC’s plans. \n•\tTo assess interest and seek views on the opportunity including potential (e.g. consortium) bid structures and the specialist capabilities being sought.\n•\tTo consult on preferred commercial and delivery structures.\n•\tTo explore risk appetite and related considerations.\n•\tTo seek views on the proposed procurement timeline.\nOrganisations wishing to participate should note that engaging in this preliminary market engagement exercise, including completing and returning a post-engagement questionnaire response, is not a prerequisite to participating in any subsequent competitive process. \nDfT and EDC will review responses to this engagement process and may conduct further iterative engagement processes, as it may require.\nIn any subsequent procurement DfT/EDC will make all relevant market engagement documents available to potential suppliers.\nParticipation in this market engagement exercise (including attendance at a market engagement event) will be wholly at each responding organisation's own cost.
