Procedure rationaleThe purpose of the contract is to:
- Promote increased take up of learning and to improve skills levels in Tower Hamlets Homes neighbourhoods
- Develop and deliver bespoke support packages to identify and address individuals’ barriers to work
- Mitigate the deterioration in skills resulting from extended periods of worklessness
- Work with partners to reduce the mismatch in skills between available job opportunities and the workless people who might fill them
The contract opportunity was advertised in OJEU Contract Notice number 2020/S 225-555017, published on 13/11/2020. Following the process, no suitable tenders were received..
On this basis, the Council entered into negotiation with Twin International under Regulation 32 Negotiation Procedure Without Prior Publication because no suitable tenders were received under Regulation 32 (2) (a ). The negotiations were successful in securing an agreement with Twin Training International that meet the Council’s needs and budgetary requirements.
At the end of the standstill period and subject to no challenge a contract will be awarded to Twin Training International on the same terms and conditions of the initial tender. |
