Why no open competition: Extreme urgency brought about by events unforeseeable for the contracting authority/entity and in accordance with the strict conditions stated in the directive
Published justification: The contract is for the supply of stores support services for the Covid-19 Lighthouse Lab. The contract is due to start 1st January 2022 for a 3 month period until 31st March 2022. It is not proportionate, nor are Medicines Discovery Catapult Ltd able to conduct a competitive procedure under PCR and to ensure the Lighthouse is able to meet the Public needs of the pandemic this short contract is needed to ensure continuity of service.
