What is being bought
Published requirement descriptionTeam Leidos are proud to be delivering the logistics commodities and services transformation (LCS(T)) Delivery partner contracts (LCS (T)/0001 dated 16.4.2015) on behalf of the UK Ministry of Defence (MoD) (the ‘Prime Contract’). Delivery of other parts of the LCS(T) contract are delivered by Leidos Europe Ltd (LEL) and other partners (together ‘Team Leidos’). This requirement is subject to the Public Procurement Regulations and respective advertising action.
The Oils Lubricants and Gas Team, which forms part of Leidos Supply Ltd. is considering the potential requirement for the supply of Oils, Lubricants and Associated Products on behalf of the UK MoD.
The total estimated value for this Framework Agreement will be between £26,830,000 and £67,100,000, with a total length of 4 Years.

- Qualification Stage: All questions are either for information only, PASS/FAIL or where applicable, are scored. Bidders who pass Stage 1 will proceed to Stage 2. Technical compliance Question commences in line with the Qualification Envelope and continues alongside the weighted question set.
- Technical Stage: Bidders who have successfully passed the Qualification Envelope will progress to the Technical Envelope evaluation. A benchmark score of [60 ]% or higher is required for the weighted questions within the Question Set in order to be deemed compliant. Where applicable consensus of evaluators will be held, in order to establish an agreed score for responses.Bidders’ failure to meet the criteria specified will result in a failed tender submission, with the Bidder disqualified at the point of FAIL and the tender submission not continuing in the tender evaluation. Bidders who pass Stage 2 will proceed to Stage 3 where up to 10 Agreements may be issued to the lowest priced compliant bid(s).
- Commercial Stage: The submitted prices of any Bidders whose bids have passed all the previous phases will be assessed. Leidos Supply Limited (LSL) intends to award a minimum of one contract for this requirement. However, LSL reserves the right to award up to 10 framework agreements if necessary to ensure full coverage of the Schedule of Requirements (SoR) items and best value for money.
