The intention is to award a contract 3+2 term. The contract is expected to commence 01/10/2025.
This Lot may be awarded individually or may not be awarded in event Lot 3 is awarded.

Lot #3The Provision of Metered Natural Gas & Half-Hourly & Non-Half-Hourly Metered Electricity & Support Services
Lot 3 is for the supply of natural gas and metered, REGO-backed, electricity, Meter Operator and Data Collector (DC) / Data Aggregator (DA) services to the estates of FirstGroup's rail business and Affiliates and is a combination of Lot 1 and 2.
The intention is to award contracts for a 3+2 term. The contracts are expected to commence on gas - 01/07/2025 and electricity - 01/10/2025.
This Lot may be awarded individually or may not be awarded if Lot 1 and 2 are awarded.

Parties expressing an interest must be Licensed by Ofgem as an Accredited Supplier of metered electricity and natural gas in the UK and must be signatories to all of the electricity and natural gas supply industry Agreements.
Parties expressing an interest must also be able to meet the minimum requirements of the Client - these are provided within the Tender Documents and available with free and open access.
Prospective Tenderer's should note that this Procurement relates to the provision of services to all of FirstGroup's rail business divisions and Affiliates, current and future. Please note that the current SWR National Rail Contract is due to expire in May 2025 and the GWR National Rail Contract is due to expire in June 2025. The new government has indicated its intention to bring all Train Operating Company contracts back under public control as and when they expire, and legislation to enable this is currently working through the necessary stages. Any business division or Affiliate that is no longer under the control of FirstGroup will either be removed from this tender process and not awarded a contract or may be awarded a separate contract under the new entity.
At the time of launching this procurement process there is no clarity on the timelines as to when the National Rail Contracted Train Operating Companies (TOCs) will transfer to Public Ownership. The Passenger Railways Services Bill is still in the final stages of the legislative process.
- Price carries 40 of 100 points: a 10% discount moves about 4 points. The method statement decides this lot, not the discount.
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.
