Procedure rationaleThe Authority proposes to enter into a contract with the above named supplier on a single source basis in accordance with regulation 32(2)(b) and 32(5)(b) of the Public Contracts Regulations 2015. In order to meet the Authority’s requirement the equipment to be purchased has to be the same model, dimension and have the same operating system type as the machine already sited at the required location to permit the interoperability between the equipment to ensure the ability to quickly locate common spares and compatibility with existing Authority storage equipment. The current system contains an in-built fire-suppression system which is an Authority requirement and critical to operational safety. Procuring different equipment would oblige the Authority to acquire supplies having different technical characteristics which would result in incompatibility or disproportionate technical difficulties where the consequence of having a different model would result in an unacceptable reduction in operational effectiveness and safety and increases the resource and training burden. |
