What is being bought
Published requirement descriptionThe Domestic Abuse Support Service (DASS) is a requirement to enable the Council to meet its statutory duty as set out in the Domestic Abuse Act 2021. This includes the provision of specialist domestic abuse support to adults and children living in emergency and safe house accommodation in addition to outreach services.
The legal duties for County and District Councils included in the Domestic Abuse Act 2021 are to work together in partnership with stakeholders to ensure provision of appropriate emergency and safe accommodation with dedicated support for survivors aged 16 years and over affected by domestic abuse and their children. This includes provision meeting the required standard to address specific needs of minority groups and individuals with care and support needs to improve their health outcomes and address inequalities.

- Quality criterion 1 (Lot 0): Service Model Drawing on evidence from previous experience, explain how you will successfully deliver the Domestic Abuse Support Service(DASS) in Worcestershire, which meets the requirements of the service specification to improve outcomes for victim survivors and their families.
- Quality criterion 2 (Lot 0): Partnership and Policies The Provider must demonstrate, drawing on relevant experience, how they will work in partnership to improve outcomes for victim survivors (including those with health and care needs), children, and young people, ensuring they can effectively navigate Domestic Abuse pathways across Worcestershire.
- Quality criterion 3 (Lot 0): Reporting and KPIs Please describe how you will implement effective KPI monitoring and reporting processes to ensure high-quality service delivery, robust case management, and measurable outcomes for individuals accessing the service.
- Quality criterion 4 (Lot 0): Demonstration of Social Value Describe how your organisation will deliver Social Value throughout the term of this contract. The Council currently receives MHCLG grant funding to support the delivery of Domestic Abuse services, with funding confirmed for the next three years. There remains a risk regarding the level and conditions of funding beyond this period, which may impact long term service sustainability. .

Changes arising from LGR may affect governance, commissioning responsibilities, and the distribution of funding. Dependent on future local arrangements, there may be implications for service delivery and accountability.
Demand exceeding capacity

Worcestershire County Council is undertaking preliminary market engagement (PME) to gain an understanding of the potential level of market interest and to gain further insight to inform the planned procurement of the Domestic Abuse Support Service.
