- Why no open competition
- Single Suppliers Technical Reasons
- Published justification
Transport for Wales intends to directly award a new contract to SilverRail Technologies UK Limited for the continued provision, support and development of WebTIS and Journey Planner services.
SilverRail's solutions are significantly integrated with TfW's existing digital retail, customer and operational platforms and support the delivery of related digital programmes, including Project UNO. Changing supplier at this stage would require significant technical re-engineering and would introduce additional cost, implementation risk and potential disruption to existing customer-facing services and planned digital programmes.
The award is being made pursuant to section 41 and Schedule 5 of the Procurement Act 2023, relying on the applicable single-supplier/technical grounds for direct award.
- Risks
During the contract term, TfW anticipates that modifications may become necessary as a result of known dependencies and presently uncertain requirements associated with the continued development and operation of WebTIS and Journey Planner services. These include changes arising from the development and integration of Project UNO; TfW middleware and associated APIs, data exchange, authentication and system interfaces; changes to payment-service-provider arrangements; changes to third-party and rail-industry interfaces; security and technical remediation; performance and scalability requirements; and changes required to maintain regulatory, accessibility and industry compliance.
The precise nature, timing and extent of these requirements cannot be fully determined at contract award because they are dependent upon the evolution of the wider TfW digital environment, associated systems and third-party dependencies. Any resulting changes will be subject to the contractual change-control and governance arrangements and assessed against the applicable requirements of the Procurement Act 2023 before implementation. The contract value includes contingency for identified known-unknown and unforeseen requirements; this contingency does not constitute guaranteed spend or an unrestricted commitment to additional development.
