What is being bought
Places for London Limited intends to enter into a new 13-month contract with Market Place Management Limited for the continued operation and management of Seven Sisters Temporary Market.
The contract will provide continuity of the existing market operator services, including the day-to-day operation of the market, trader engagement and compliance, trader licensing and rent monitoring, health and safety coordination, marketing and footfall activity, stakeholder engagement, and supervision and liaison with separately appointed facilities management providers.
Market Place Management Limited has developed and embedded the site-specific operational procedures, health and safety arrangements, trader licensing and compliance records, rent-management processes and stakeholder relationships required for the uninterrupted operation of the market.
For the limited 13-month period, appointment of an alternative operator would require mobilisation, transfer and validation of operational and safety documentation, stakeholder re-engagement and detailed site familiarisation. Places for London considers that this would create material transition and operational risks and that there is no reasonable alternative capable of providing uninterrupted delivery from the required commencement date.
The contract is time-limited and will expire on 31 October 2027. Places for London intends to undertake a competitive procurement for its longer-term market operator requirement during the interim period.
