What is being bought

Nest is seeking to appoint one supplier to provide, implement and support one hosted software-as-a-service solution for Nest Invest, comprising two mandatory capabilities: Asset Allocation and Total Portfolio View. The Asset Allocation capability must support Nest Invest’s multi-level fund-of-funds structure and its controlled, model-driven asset allocation process. This includes strategic and tactical asset allocation, portfolio modelling and optimisation, configurable targets, limits and tolerances, portfolio rebalancing, asset restrictions, workflow and approval controls, auditability, scenario analysis and the generation of implementation instructions or outputs for downstream parties. The Total Portfolio View capability must provide a consolidated view of Nest Invest’s portfolio across public and private assets, including positions, exposures, performance and look-through information where available. It must support aggregation and analysis across Nest Invest’s fund structure. The supplier will be required to provide software licensing or subscription services; implementation and configuration; integration with retained data sources and Nest Invest’s planned cloud data platform through appropriate data interfaces and APIs; transition and migration from the incumbent IRP solution; testing and user acceptance support; training and documentation; go-live and transition support; and ongoing hosting, maintenance, technical support and product-roadmap services. The solution must be configured for Nest Invest and supplied electronically as a hosted service. Investment and portfolio data will be received from retained sources, including the fund administrator and custodian, and the solution must generate the required information, reporting and implementation outputs for Nest Invest and its downstream processes. The contract will be awarded to one supplier for an initial term of five years. Nest may extend the contract for an additional two years and subsequently for a further one year, giving a maximum potential term of eight years. The contract does not guarantee any minimum volume of services or minimum expenditure.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 72. The category anchor is Software integration consultancy services (72227000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.

"features": "This procurement will be conducted using a competitive flexible procedure under section 20 of the Procurement Act 2023.\nStage 1: Conditions of Participation and supplier selection\n Interested suppliers must submit the Procurement Specific Questionnaire (PSQ) and the required Central Digital Platform supplier information by the stated deadline. Nest will assess the pass/fail Conditions of Participation and the scored technical selection questions set out in the PSQ. Nest will also undertake the information security assessment described in the procurement documents. Suppliers that satisfy the Conditions of Participation and meet the required selection standards will be invited to continue to the tender stage.\nStage 2: Full tender submission and written evaluation\n Selected suppliers will submit one full tender comprising the quality response, commercial response and other mandatory documents identified in the Invitation to Tender. Tenders will be evaluated against the published award criteria, sub-criteria, weightings and scoring methodology. The written quality response will account for 70% of the quality assessment.\nStage 3: Demonstration shortlist and evaluation\nFollowing evaluation and moderation of the written tenders, Nest intends to invite up to three of the highest-ranked suppliers to participate in scored demonstrations. The demonstrations will be used to validate the suppliers’ written responses and will account for 30% of the quality assessment. The demonstration arrangements and criteria will be applied consistently to all shortlisted suppliers.\nStage 4: Final evaluation and award\n Nest will combine the written tender, demonstration and commercial scores in accordance with the published methodology to identify the most advantageous tender. Nest may seek clarifications where permitted, but suppliers will not normally be permitted to make material changes to their tenders.\nNegotiation and refinement\nNo negotiation round or invitation to submit revised or best-and-final tenders is planned. Nest does not intend to refine the published award criteria or weightings after receipt of tenders. Any clarification, specification or optimisation requested by Nest will not permit changes to the essential aspects of the procurement or give any supplier an unfair advantage. Nest reserves the right to modify the procedure only in accordance with the Procurement Act 2023 and the procurement documents.\nA Preliminary Market Engagement Notice was not published because the engagement took place through a series of structured, informal and exploratory conversations with providers known to be active in the relevant market, before the formal procurement was launched. The engagement was used to test the maturity and shape of the market and to inform the scope and feasibility of the emerging requirements. It did not involve evaluation, scoring, shortlisting or any commitment concerning participation in the procurement. To support transparency and ensure that no participating supplier receives an unfair advantage, a high-level, anonymised summary of the engagement has been published with the procurement documents as Annex F."

Nest reserves the right to modify the procedure only in accordance with the Procurement Act 2023 and the procurement documents."

"description": "Nest is seeking to appoint one supplier to provide, implement and support one hosted software-as-a-service solution for Nest Invest, comprising two mandatory capabilities: Asset Allocation and Total Portfolio View.\nThe Asset Allocation capability must support Nest Invest’s multi-level fund-of-funds structure and its controlled, model-driven asset allocation process. This includes strategic and tactical asset allocation, portfolio modelling and optimisation, configurable targets, limits and tolerances, portfolio rebalancing, asset restrictions, workflow and approval controls, auditability, scenario analysis and the generation of implementation instructions or outputs for downstream parties.\nThe Total Portfolio View capability must provide a consolidated view of Nest Invest’s portfolio across public and private assets, including positions, exposures, performance and look-through information where available. It must support aggregation and analysis across Nest Invest’s fund structure.\nThe supplier will be required to provide software licensing or subscription services; implementation and configuration; integration with retained data sources and Nest Invest’s planned cloud data platform through appropriate data interfaces and APIs; transition and migration from the incumbent IRP solution; testing and user acceptance support; training and documentation; go-live and transition support; and ongoing hosting, maintenance, technical support and product-roadmap services.\nThe solution must be configured for Nest Invest and supplied electronically as a hosted service. Investment and portfolio data will be received from retained sources, including the fund administrator and custodian, and the solution must generate the required information, reporting and implementation outputs for Nest Invest and its downstream processes.\nThe contract will be awarded to one supplier for an initial term of five years. Nest may extend the contract for an additional two years and subsequently for a further one year, giving a maximum potential term of eight years. The contract does not guarantee any minimum volume of services or minimum expenditure.",
