Published requirement descriptionThe Council requires the provision, delivery, installation, safe operation, supervision, and removal of fairground rides, inflatables, and family‑focused entertainment activities for Council‑managed public events across Belfast.
Lot 1 includes children’s fairground rides and inflatables, supplied with trained operators, full safety documentation (PIPA/ADIPS, BS EN 14960), generators, staffing, and transport.
Lot 2 includes entertainment activities such as face painting, balloon modelling, arts and crafts, walkabout performers, interactive shows, sensory play, game stalls, and an onsite coordinator, with all materials, equipment, and staffing provided.
Services must be delivered at multiple event locations and scaled to meet varying event requirements throughout the contract period.
- How the procedure runs: Belfast City Council invites expressions of interest (EOIs) from suitably qualified and experienced providers (‘Bidders’) for the provision of Fairground Rides and Entertainment Packages for Council events including the Fleadh Cheoil na hÉireann event in Belfast City in August 2026. Bidders are asked to email their EOI to [email protected] no later than Friday 26th December 2025. Following receipt of EOIs, the Council may seek confirmation from Bidders that they wish to proceed to the next phase of the procurement. Upon confirmation of continued interest, the Council may engage with those Bidders to further explore capability and capacity ahead of later procurement stages. Bidders who confirm their continued interest will then be added to a list of select Bidders who will be involved in further stages of the procurement. These stages are yet to be determined and may be influenced by the level of market interest, but at this stage are likely to include: Stage 1 – Engagement with interested Bidders to understand capability and capacity and to help scope the requirement. Stage 2 – A competitive tendering stage. Any value stated is indicative only, with the final value determined through market engagement.
- No preliminary market engagement: The Council has opted not to publish a separate preliminary market engagement notice as this Expression of Interest exercise serves the same purpose. By inviting EOIs directly, the Council is able to gauge market capacity, capability and appetite, while keeping the process proportionate and straightforward. Further stages are yet to be determined and may be dictated by the level of interest from the market but at this stage will likely include: Stage 1 - Engagement with interested Bidders to better under capability and capacity to help scope the requirement. Stage 2 - A competitive tendering stage.
