What is being bought
Derry City and Strabane District Council (DCSDC), through the Local Economic Partnership (LEP), is exploring the design and delivery of a Community Wealth Building (CWB) Programme to support inclusive economic growth, increase local wealth retention and contribute to reducing economic disparities across the Derry City and Strabane District Council area. The Council is undertaking this Preliminary Market Engagement (PME) exercise to understand current market capability, identify innovative delivery approaches, and inform the development of a future procurement specification. Community Wealth Building is an approach to local economic development that seeks to build stronger, fairer and more resilient local economies by increasing community ownership and control of local assets, wealth and economic opportunities. The approach is structured around five interconnected pillars: 1. Plural Ownership of the Economy; 2. Progressive Commissioning, Procurement and Social Value; 3. Socially Productive Use of Land and Assets; 4. Locally Rooted Finance; and 5. Fair Employment and Just Labour Markets. The proposed programme will build upon the work of the North West Community Wealth Building Partnership (NWCWBP), a partnership of community anchor organisations, public sector partners and private sector stakeholders that has developed a Community Wealth Building Prospectus and Action Plan for the North West region. The Prospectus identifies a range of challenges and opportunities relating to economic inactivity, low productivity, social enterprise development, procurement, investment readiness, community ownership, employee ownership and social value. The Council wishes to procure a suitably qualified delivery partner or consortium of partners or specialist providers capable of supporting the development and implementation of the Community Wealth Building Programme across the City and District. Through this PME the Council seeks market views on the programme and its delivery via a single integrated contract or multiple lots on thematic work packages. **PLEASE NOTE: ALL COMPLETED QUESTIONNAIRES MUST BE SUBMITTED VIA THE eTendersNI PortaI.*** Respondees are not required to wait until the closing date to submit a response.
