Published justification

The contract concerns services subject to the Light Touch Regime under the Public Contracts (Scotland) Regulations 2015. In accordance with Regulation 76, the Council has determined the procedure to be applied having regard to the specific nature of the services and the needs of service users, including the importance of continuity and quality of service.

The Council considers direct awards to existing providers appropriate and proportionate to maintain continuity for existing service users and support the achievement of their individual outcomes. Providers must satisfy the Council's pre-qualification requirements and will form part of its resource of qualified providers. The resource remains open to new providers who meet those requirements.

Publisher note: This VEAT notice relates to the planned award of a 2 year contract for the services described. Standstill Period: We will now observe a standstill period during which we will refrain from entering into contract with the providers detailed on this notice. For the purposes of this contract, the standstill period shall run for a period of 10 days commencing the day after the date that this notice is published, and is anticipated to end on Friday 30th October. As soon as possible after the expiry of the standstill period, unless court proceedings are served on Argyll and Bute Council prohibiting the entering into of the contract, or any other circumstances arise which may cause the contract not to be awarded, it is intended to award the contract to the providers whose details are on this notice. It should be noted that this notice is intended to cover the award of contract and any new entrants that may be added to the contract during its term. (SC Ref:846079)
