This procurement process relates to the establishment of a “Flexible” Framework (here after referred to as the “Framework”) for the procurement of Local Accommodation and Support for Care Experienced Young People. The Framework will be established under the Light Touch Regime and therefore applies the flexibilities afforded under regulation 76 of the Public Contracts Regulations 2015. These flexibilities include the re-opening of the Framework to allow new entrants periodically. Given the nature of the supported accommodation and to maintain a viable framework, it is necessary to allow new entrants to enter the Framework periodically (at the discretion of the council and subject to service needs.)
