Coverage: 10 active published awards; 9 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

- Lot 1 · #1Individual lot title not publishedStatus not publishedPublished valueNot publishedIt is CFL's intention to direct award Supply and Delivery of MGO at Oban (PA34 4DB) to Certas Energy UK Limited t/a Scottish Fuel for a 36 month period. Due to operational and health & safety requirements within a heavily pedestrianised site use of fuel storage tank is required for supplying MGO to vessels. With plans to close Oban berth 1 in Summer 2028 (within this Agreement) due to CMAL upgrades, closing Oban berth 1 would lead to more congestion and operational difficulties if using road tankers with all major vessels operating at the one berth (berth 2).Contract periodNot publishedEligibilityNot publishedOptions / renewalNot published

Planning and rationale

Procedure rationaleDue to operational and safety requirements at Oban, vessels require to use fuel storage tank facility exclusively owned and operated by Certas Energy UK Ltd t/a Scottish Fuels.
As vessels provide a lifeline service to the islands there must be no impact on traffic movements including loading/discharge on the pier or port area, and the function of the ship can continue while taking bunkers, it does not impact on any vessel operations.
Using fuel storage tank eliminates congestion and safety issues on pier when bunkering with Oban being a heavily pedestrianised site.
With plans to close Oban berth 1 in Summer 2028 (within this Agreement) due to CMAL Upgrading Oban 1 Berth, closing Oban berth 1 will lead to further congestion and operational difficulties with all major vessel operating at the one berth (berth 2). |
