This procurement is for the Supply of door components for the Central Line tube stock The package includes: Stiffener Door Seals - Total: 1,700 Assemblies Components fitted at the bottom section of the door seal to provide stiffness and support door closure. Shaft support Brackets - Total: 789 Assemblies Brackets fitted in the door header area that secure and support the linear shaft to maintain alignment and enable reliable door open close operation. Door Glass - Total: 100 Panels Curved Glass panels fitted within the door leaf.

Procedure rationaleTfL does not have the Technical Information such as, specifications, details of materials used & drawings for the above parts in order to effectively conduct a bid and source them from the open market. The use of alternative parts sourced from suppliers other than the Original Equipment Manufacturer (OEM) for the overhaul of door systems presents a significant risk of component incompatibility and may introduce disproportionate technical challenges during operation. Such deviations from OEM‑specified parts could compromise the reliability and safety of the door system because door components are safety critical and therefore must meet the exact OEM specification, safety standards and certification. Use of non-OEM parts could potentially result in incorrect door operation (e.g doors not closing correctly/ door jamming or a in service failure) which may require the train to be removed from service and increases the risk of passenger entrapment or other door related safety risks. Procuring OEM door components ensures full technical compatibility / compliance, reduces safety‑related risks, and supports the continued safe, reliable operation and maintenance of the Central Line fleet's door systems. In view of these points TfL is sourcing these parts directly from the OEM. Hence this Direct Award proposed is in accordance with the Procurement Act 2023 Section 41, Schedule 5, Paragraph 7 whereby the existing supplier is allowed to partially replace the supplied goods in circumstances where: (a) change in supplier would result in the contracting authority receiving goods that are different from, or incompatible with, the existing goods and (b) the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance
