What is being bought
The procurement requirement is for Laboratory Equipment, Year 3 (both the purchase of, installation, warranties, annual maintenance service and training). This equipment is a key component of the project to allow Lab staff and technicians in delivering good teaching and operations at the University of Birmingham Dubai (UOBD). Therefore all aspects for this procurement must be provided from within country (Dubai). The requirement is to equip Science and Engineering Labs with industry-standard vocational and technical training aids that include simulation systems, demonstration and instrumentational equipment. The overreaching project vision is to source and provide the necessary equipment from approved supplier, in line with academics teaching and training requirements that can deliver quality, robust, value for money equipment and provide a first class delivery, installation and warranted service to the highest standards. All the kit requirements are specialist, bespoke sets of Laboratory equipment pieces. The equipment needs to be maintained and any faults rectified within any given 24-hour period to allow for academic teaching and training to remain in-situ. The equipment is currently in place within University of Birmingham Edgbaston campus in the UK. The equipment requirements need to match in Dubai specifically to that already in place in Birmingham to allow a consistent approach to training and teaching by the academics on both sites.

Procedure rationaleThe marketplace works differently in Dubai and the UAE to that of the UK. Manufacturers appoint sole distributors in-country to provide their products and services. The University requires like-for-like manufactured products for academic teaching and the training of their Lab technicians. Therefore compatibility is essential. A full 'Turnkey Solution' is required. ATLAB is the sole distributor of this equipment. ATLAB is the only distributor in Dubai to offer both purchase, deliver, installation, product training, warranty and after-sales support (fault handling and annual maintenance service) to the University. Evidence is provided in that ATLAB is the sole distributor in Dubai of the required equipment from the following manufacturers: Boxford Tec Equipment DMG Helmel EV Knuth Extech Wance RHJ To summarise; This is specialist, bespoke industrial grade equipment being purchased against specify UOBD Laboratory build requirements To support training and teaching requirements Academics require the same 'like-for-like' requirement We are buying on a like-for-like basis equipment that was purchased for UoB, Edgbaston, Birmingham (direct from the manufacturers) Requirement for the supplier to be an education partner for all of the above manufacturers All this equipment is to be purchased within Dubai, UAE All equipment to be maintained in-country (with a 24-hour turn around for fault and maintain requirements) The equipment is built to order, with a minimum 6-8 month lead time The equipment must be compatible with the existing kit within University of Birmingham, Edgbaston campus, and be available for delivery and installation within the next six months for Dubai campus opening in September 2021.
