        "description": "The council is seeking to award one contract under this Lot;\n•\tContract/ lot 1: Substance misuse harm reduction and treatment (element 1) & substance misuse supported housing service (element 2)\nElement 1: Substance misuse harm reduction and treatment service \nThis service will comprise of but not be limited to: \n•\tSingle point of contact\n•\tHarm minimisation\n•\tNeedle exchange\n•\tSupervised consumption\n•\tBlood borne virus (BBV) testing and vaccination\n•\tNaloxone, information and advice\n•\tBrief interventions for alcohol and drugs\n•\tStructured treatment (comprehensive screening and assessment)\n•\tTreatment and care planning\n•\tCommunity prescribing and clinical interventions\n•\tPrescribing\n•\tCo-ordination of shared care\n•\tPsychosocial interventions\nThe provider will also be required to deliver a sports and activities programme called Re:Fit.\nWhere necessary the provider will source residential or in-patient detoxification care for a service user with high risk and complex medical needs. \nPriority groups for the service are women, offenders (those in prison and on community orders), people who use only alcohol, complex service users, those with co-occurring mental health and alcohol/drug use conditions, long-term substance misusers/ prescribing service users, underserved groups, and armed forces veterans.\nThere are two properties available for the delivery of services under lot 1 at the cost of £30k per annum however bidders are able to source their own accommodation and submit an alternative proposal on a variant bid basis.\nElement 2: Substance misuse supported housing service\nThe provider shall deliver housing related support services to vulnerable people with substance misuse problems at various stages, focusing on recovery, with the aim of helping them increase their independence, and so reducing the risk of homelessness or increased intervention from health and/or care agencies.  This will include the provision of some clean and dry housing.\nThe primary client group for this service will be People with Substance Misuse Problems in relation to either Drug or Alcohol addiction.  All services are for adults aged over 18 years.\nThe service is currently delivered across a number of properties in Portsmouth with an element of Floating support that is not associated with any specific property. Properties used for the delivery of the current service are available for the new contract (at varying costs) however if a provider wishes to put forward their own properties then they are able to do so as part of their tender bid. Details of each property, their landlord, availability and lease / service level agreement details are available in the service specification.\nThe council is targeting to have awarded the contract on 1 February 2022 to allow for service commencement on 1 June 2022. The contract will be let for an initial term of 46 months\n(3 years and 10 months) which may then run for a further 6 years in increments set by the Council to a total maximum term of 9 years and 10 months, subject to performance and at the sole option of the Council.\nThe annual value of the contract is expected to vary over the initial term as the service is funded via a combination of secure and unsecure funding streams. An open book costing model will be used alongside the contract to agree any variations over the term.\nThe estimated total value of the contract is approx. £4,003,793 per annum and therefore £15,347,873 over the  initial term. This is based on the current funding which includes for £1,109,793 of additional funding received via grant per annum which may not be secured in the future.\nIn order to manage the funding available the council will work with the provider to implement any changes to services provided and where necessary any exit plans. \nThe service provider will be required to work flexibly with the council make changes to the way services are delivered to improve the service and respond to funding variations. Changes\nthat could be required may include but are not limited to;\n•\tStaffing structures and levels to reflect the demand for services\n•\tFlexibility with regard to service provision to reflect changes in funding availability for example as a result of grant allocation\n•\tThe data reported to the council to understand and measure the service\nIt is likely that during the lifetime of the contract other grant opportunities will become available relating to the provision of substance misuse services.     "description": "Portsmouth City Council ('the council') is inviting tenders from suitably qualified providers to deliver substance misuse treatment and support services. The overarching objectives of the services are to reduce the harm linked to substance misuse and to enable more people to achieve and sustain recovery from substance misuse.\nServices will be delivered under two lots;\nLot 1: Substance misuse harm reduction and treatment (element 1) & substance misuse supported housing service (element 2)\nLot 2: Substance misuse independent peer-led service (element 3)\nProviders can bid for both lots but can only be awarded one. Where providers opt to bid for both lots they must state what their preference would be in the event that they are selected as preferred bidder for both lots. \nProviders have the option to either deliver services from the current properties or to propose use of their own properties on a variant bid basis.\nThe council is targeting to have awarded both contracts on 1 Feb 2022 to allow for service commencement on 1 June 2022. The contracts will be let for an initial term of 46 months which may then run for a further 6 years in increments set by the council to a total maximum term of 9 years and 10 months, subject to performance and at the sole option of the Council.\nThe estimated total value of the contracts for both lots is £16,306,206 is over the initial term based upon all funding streams remaining in place. The annual value of both contracts is expected to vary over the initial term as the service is funded via a combination of secure and unsecure funding streams. An open book costing model will be used alongside the contract to agree any variations over the term.\nThe estimated total value of lot 1 is approx. £4,003,793 per annum and therefore £15,347,873 over the  initial term. This is based on the current funding which includes for £1,109,793 of additional funding received via grant per annum which may not be secured in the future.\nThe estimated value of lot 2 is approx. £250,000 per annum and therefore £958,333 over the initial term. This includes for £85,000 of additional funding received via grant per annum which again may not be secured in the future.\nIn the event that term extension options are taken up on their entirety the estimated value of the contracts for both lots could rise to £41,828,963 based upon all funding streams remaining in place over the duration of the term at their current levels and exclusive of any inflationary increases which could further increase this value. \nShould further funding becoming available over the term of the contract for related services the council may seek to expand the scope of the contracts accordingly which could further increase the contract values. \nAn accurate forecast cannot be made regarding the level of further funding, if any, that may become available but it is not expected to equate to an increase of more than approx. 25% and therefore approx. £52M over the duration of the term.
