          "rationale": "Need for additional works, services or supplies by the original contractor/concessionaire: NCC have determined the need to extend the existing contract in line with Regulation 72(b) of the Public Contract Regulations 2015 for a period of up to 12 months. A change of contractor cannot be made for economic or technical reasons.
