  • Change The modification takes effect from 1 September 2026 and was signed on 28 August 2026. It comprises:<br/><br/>1. Term. The contract term is extended by 6 months, from 1 September 2026 to 28 February 2027, with an option to extend for a further 6 months. A one-month exit clause applies throughout the extended term. <br/><br/>2. Value. The 6-month extension period is estimated at £1,076,000 excluding VAT (8.37% of the original contract value). The total modification value across the initial and optional extension periods (12 months) is estimated at £2,152,000 excluding VAT (16.74% of the original contract value). Estimates are based on the last 12 months' actuals for NEPTS operational transport and the Assessment Centre; charges may vary with patient volumes. The headroom remaining before 25% thresholds are triggered is £1,061,000.<br/><br/>3. Scope. With effect from 1 September 2026, the contract also provides for the delivery of the patient eligibility, assessment and booking service previously received by the Authority under a separate arrangement. The modified contract therefore brings together the patient transport element and the assessment / booking element under a single Whittington Health NHS Trust contract with the existing provider. There is no change to the Framework specification, performance regime or charging basis of the patient transport services as a result of this element.<br/>The change is limited in nature. In operational terms, the same provider already delivers both the transport and assessment / booking elements. Contractually, the modification consolidates responsibilities that were previously split across separate arrangements into one agreement with the Trust, so that governance, performance management and accountability sit within a single contractual structure. The patient cohort, geographical scope and clinically / nurse-overseen assessment model remain unchanged.<br/>The assessment / booking element serves the same NEPTS cohort, within the same patient pathway and for the same commissioned purpose as the transport element. The existing contract documents also contain express provisions concerning collaboration and operational dependency between patient transport services and eligibility / booking services delivered under related arrangements. — Need for additional works, services or supplies by the original contractor/concessionaire: The modification was made under Reg 13 of the PSR 2023. The contract was awarded in 2019 under PCR 2015; modifications during its term accordingly fall to be made under PSR Reg 13. The term extension was required to maintain continuity of service pending completion of the ongoing PSR procurement and is limited to the period necessary for that purpose. The scope modification was required because the separate assessment centre contract expired in August 2026, and delivery of the transport service depends on continuity of that assessment service. Before the modification, the 2 service elements were received through separate but related contracts within the same framework structure. The modified arrangement consolidates those functionally connected elements under 1 contract with the same provider. In support, existing contract documents expressly provide for collaboration & operational dependency between patient transport services & assessment services delivered under related arrangements.
