What is being bought
WRAP is conducting preliminary market engagement to understand market capability and capacity for the provision of Standards Development services, ahead of an anticipated Invitation to Tender in October 2026. The intended contract is a single, non-lotted award covering the full scope described below (Phase 1 and Phase 2 are phases of delivery under one contract, not separate lots).
This engagement was conducted in two stages. An initial RFI (V1) was issued; a revised RFI (V2) was subsequently issued to refine the questions asked and obtain more detailed market insight. Both stages form part of this single preliminary market engagement exercise.
The engagement covers the following anticipated scope of services:
-Drafting, editing, reviewing, and refining standards, specifications, and technical guidance documentation.
-Conducting product screening Life Cycle Assessments (LCAs), including updating an existing eligibility screening tool and associated calculations, and producing LCAs for single-use comparator products.
-Translating technical subject matter into clear, user-accessible written content.
-Managing stakeholder engagement and consultation processes, including incorporating feedback into draft standards.
-Managing review cycles, including engagement with a Standards Development Committee, ballots, public comment periods, and periodic reviews.
-Advising on governance, version control, and document management for standards outputs.
-Producing publication-ready documentation.
The anticipated work is phased under a single contract:
-Phase 1 — expansion of an existing Refillable Product Standard (launching September 2026) to additional product categories, comprising screening LCAs, comparator LCAs, updates to the eligibility screening tool and formulas, standard and guidance document updates, and management of the Standards Development Committee and public comment process.
-Phase 2 — development of new standards within WRAP's product standards suite, in collaboration with WRAP and strategic partners, to create Circular Living standards.
The engagement sought insight into supplier experience, delivery models, relevant expertise and accreditations (e.g. UKAS, ANSI), risks and success factors, quality assurance approaches, and indicative delivery timelines and budget ranges, to inform the scope and structure of the future procurement.
