Coverage: 424 active published awards; 420 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Price reduction compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

Procedure rationaleRegulation 32(2)(b)(ii) of the Public Contracts Regulations 2015, whereby a direct award may be made without prior publication: ‘where the works, supplies or services can be supplied only by a particular economic operator [i.e. contractor] for any of the following reasons…[which include where] ‘competition is absent for technical reasons’. Under this Report, the services can be supplied only by a particular economic operator (i.e. CaterPlus) for the reason that competition is absent for technical reasons. Recital 50 of the Public Contracts Directive 2014, provides assistance to the applicability of this Regulation 32, which could include, for example, a near technical impossibility for another contractor to achieve the required performance, or the necessity to use specific know-how, tools or means which only one contractor has at its disposal.
