Published requirement descriptionSONI wishes to appoint an appropriately qualified and experienced Supplier (or consortium) to deliver outcomes aligned to the successful establishment and ongoing operation of SONI’s target IT operating model.
The appointed Supplier will be responsible for enabling a secure, resilient, and user-focused IT environment that supports SONI’s organisational separation, statutory functions, and future service requirements. This includes the delivery and integration of core IT systems, the provision of effective end-user support services, and the ongoing management and optimisation of IT Services. Published description of the framework
SONI intends to procure a single Supplier to deliver the Services through a single-supplier contract arrangement covering the full scope of IT Systems Implementation and Managed Services described in this PSQ and the associated Scope of Requirements.
Following completion of this PSQ stage, a number of suitably qualified Candidates will be shortlisted and invited to participate in the tender stage. The tender process will result in the selection and appointment of a single Supplier who will be responsible for delivering the Services for the duration of the contract.

- Candidate Capacity: Candidates must demonstrate that they have access to sufficient, suitably qualified personnel and a credible delivery model to successfully deliver a contract of this nature, in line with the Scope of Requirements. The Candidate Capacity criterion (35%) will be evaluated in two parts: • Sections 7.1 and 7.2 – Quantitative Assessment (40% of the Candidate Capacity Score) • Section 7.3 – Resourcing Approach Narrative (60% of the Candidate Capacity Score) Each part will be scored on a 0-5 basis and combined in the proportions above to produce an overall Candidate Capacity Score.
- Previous Experience: Candidates must complete the Previous Experience Questionnaire. Candidates are required to demonstrate that they have sufficient recent and relevant experience to deliver contracts of this nature. In particular, Candidates must demonstrate experience across both; • The implementation (design, build, and transition) of IT systems and services; and • The ongoing delivery of managed services (including ITSM processes, service desk, and end-user support). Candidate may demonstrate these capabilities within a single contract or across the three contracts submitted See Part 2 - Form 8
