What is being bought
The Stability Fund's goal is to work towards a peaceful, secure and stable Somalia. To achieve this, the Stability Fund aims to address the security, development and political drivers of conflict in a local area to achieve the following outcomes, (a) legitimate, viable governance structures able to make and enforce rules locally and (b) existing and emerging conflicts brought to conclusion and risks of future conflicts mitigated. The Stability Fund II is an ambitious and risk-taking programme, with a design predicated on flexibility and responsiveness. It operates according to a series of principles, which serve as sub-objectives and which are important for the Stability Fund's operations

Procedure rationaleA cost and time extension will allow the programme to continue delivering on the critical work on laying the foundation for key stability and governance initiatives in Somalia. Extending and increasing the cost with the current supplier is the most cost effective option, going back to the market would have a negative impact on the programmes ability to meet the Programme objectives and impact on the beneficiaries. The below regulation covers this Regulation 72 (b): for additional works, services or supplies by the original contractor that have become necessary and were not included in the initial procurement, where a change of contractor; (I) cannot be made for economic or technical reasons such as requirements of interchangeability or interoperability with existing equipment, services or installations procured under the initial procurement
