Procedure rationaleA mandatory and essential part of the specification is to be able to customise the Arches v7.2 software which can only be provided for by the software creators themselves therefore providing no means of competition and a solesource status. The supplier allows for the customisation of large amounts of architectural data to be displayed in a user friendly way to enhance the user experience and due to the volume of architectural data required for this contract, the open source software functionality does not fulfil the end users requirements.
