Why no open competition: Extreme urgency brought about by events unforeseeable for the contracting authority/entity and in accordance with the strict conditions stated in the directive
Published justification: The requirement arose due to the unexpected and immediate cessation of services by the incumbent skip hire supplier. The Business notified the Council that they would cease trading within a period of approximately two weeks due to family health issues.
