Considerations on insurance cover and satisfying necessary risk assessments for the works Therefore in line with Regulation 32 (Use of the negotiated procedure without prior publication) of the Public Contract Regulations the Council has deemed that Regulation 32 b (ii) applies - competition is absent for technical reasons
