Lot 1 Housing First is an approach to successfully support rough sleepers with complex and multiple needs, and histories of entrenched rough sleeping to live in their own homes. Housing First should provide a stable, independent home together with intensive personalised support and case management to individuals. The service will support 25 individuals with active cases, plus any dormant cases subject to manageable numbers.

Lot 2 Multi-Disciplinary Outreach Service The service will support Watford Borough Council’s identified Target Priority Group of Rough Sleepers (TPG) ranging from up to 6 individuals at any given time, any newly identified Rough Sleepers in the district (averaged at 16 individuals per month), and any other individual identified to be at risk of homelessness from Watford’s Single Homeless Pathway (SHP).
