Shropshire NHS Health Check Programme – Point-of-Care Testing
Authority: Shropshire Council (Local council)
What is being bought
Published requirement descriptionSupply and support the current Afinion AS100 and Afinion 2 point-of-care testing for Shropshire’s NHS Health Check programme, including the provision of Abbotts lipid and HbA1c test cartridges, internal quality-control materials, ancillary items, training, technical support, together with maintenance and equipment repair or replacement options. Requirements are indicative and subject to supplier feedback, with no commitment to procure or guarantee of activity volumes.
Description
Shropshire Council’s NHS Health Check programme is delivered primarily through general practice, using near-patient blood analysis within a single appointment to enable immediate cardiovascular risk assessment, appropriate follow-up and referral. The Council is seeking to continue the service utilising the established Afinion POCT model.
The Council currently operates approximately 30 analysers, with estimated annual requirements of 9,000 lipid and 5,000 HbA1c test cassettes. These volumes are indicative only and are not guaranteed. Suppliers must be able to supply and support the existing Afinion AS100 and Afinion 2 devices, with authorised Abbotts consumables, reagents, internal quality-control materials and ancillary items.
The Council is undertaking preliminary market engagement with suppliers able to support it’s existing Afinion-based point-of-care testing service. It seeks feedback on delivery arrangements, support and maintenance models, initial and refresher training, indicative pricing and opportunities for service improvement, while retaining and improving it’s stock of Afinion AS100 and Afinion 2 devices.
The Council has prepared an outline service specification, and supplier feedback will inform the refinement of these indicative requirements.
The intended service outcomes are to:
•Support accurate near-patient lipid and HbA1c testing and maintain continuity of the single-appointment NHS Health Check delivery model.
•Ensure effective clinical governance, quality assurance and regulatory compliance, supported by timely training, technical support and equipment.
•Deliver clear management information, ensure service quality, user experience, efficiency and value for money.
Estimated Contract value per annum is £75,000 to £85,000

How the contest usually goes
Winner shares use published awards; bid and price charts use contested lots.
i
How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Local means the winner is registered in the region where that award was delivered. The market figure counts awards delivered in West Midlands.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners were registered in the region where that award was delivered.
i
How long buyers here take to decide after bids close.
Middle value in days from the bid deadline to the award date, on competitions that published both.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards have an award date within 26 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
Both shares are minimums: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Missing bid counts may hide more single-bid awards. This share is a minimum.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.

Engagement deadline
Organisations are invited to review the initial specification provided by the Council and complete the preliminary engagement questionnaire also provided by the Council, by COP 9th November 2026 .
Engagement process description.
The purpose of this preliminary market engagement is to understand the market’s capability, capacity and readiness to meet the Council’s indicative requirements. This exercise is for information-gathering only and does not form part of a competitive procurement process. Participation will not give a supplier any advantage in a future procurement, and non-participation will not prevent a supplier from taking part in any subsequent opportunity.
Interested suppliers will be invited to respond to a short set of market-engagement questions covering their ability to supply and support the existing Afinion AS100 and Afinion 2 equipment; availability of authorised consumables and quality-control materials; maintenance, technical support and training arrangements; delivery capacity; indicative lead times and pricing; and any minimum order or contractual requirements. The questions are available in the Market Engagement section below. Completed responses should be be submitted through Delta, our electronic tender portal www.delta-esourcing.com ↗ by the engagement deadline stated above. Responses will be used to assess market capacity and inform the Council’s options and any future procurement approach; they will not constitute a tender or create any commitment to procure.
Suppliers must demonstrate their capability to supply and support the existing Afinion AS100 and Afinion 2 devices, and provide evidence that any future supplied devices and consumables comply with applicable UK medical-device legislation, including relevant conformity marking and MHRA registration requirements.
