- Stage 1: Planning and Support Testing — Deliver a robust Stage 1 assessment, including evidence of engagement with levy-paying businesses representing approximately 60-70% of total rateable value, a clear analysis of stakeholder support, refined BID boundary and levy options, a representative BID Steering Group, and a credible pathway to ballot success. The supplier must provide a clear, evidence-based recommendation on whether the BID should proceed to Stage 2, with particular emphasis on engagement with high-value businesses, priority Wood Lane employers and decision-makers responsible for voting. Progression to Stage 2 will be at the sole discretion of the Council and failure to meet these requirements may result in the project being paused or discontinued.
- BID Proposal and business planning — Deliver a comprehensive Stage 2 consultation and business case, including evidence of business engagement and support, a compliant BID Proposal and Business Plan, and a clear recommendation on whether the BID should proceed to ballot. The supplier must demonstrate that at least 60% of engaged businesses understand the BID proposal and its implications, provide pre-ballot tracking showing a likely majority in favour, and identify key risks to ballot success together with appropriate mitigation measures.
- Ballot campaign and delivery support — Deliver a comprehensive ballot readiness and campaign programme, including evidence of engagement with approximately 75-80% of levy-paying businesses, pre-ballot tracking demonstrating a credible pathway to success by both number and rateable value, campaign materials, regular progress updates and support through to ballot declaration. The supplier must show that all reasonable efforts have been made to engage influential voters and address concerns that could impact the ballot outcome, and provide a post-ballot report setting out the result and recommended next steps within five working days of the declaration.
- Post-ballot establishment support (if successful) — Provide initial BID set-up and governance support, including advice on establishing effective governance arrangements, and ensure a clear and structured handover into the BID's operational phase to support successful implementation and delivery.
