An on-line project information presentation will be given on Tuesday 21st April 2026 where further project details, commercial approach and technical requirements will be presented.<br/>2.\tSummary of Opportunity<br/>NRS seeks to engage a suitably qualified engineering organisation capable of providing multi‑disciplinary design support for a two‑stage design delivery programme:<br/>Phase One – Scheme Design (mid-2026 to mid-2027; approx. 12 months)<br/>•\tEmbedded delivery model, integrating Delivery Partner engineers into the NRS project team.<br/>•\tDelivery Partner engineers to be represented on-site/in-team (Malton/Winfrith) for the duration of the phase.<br/>•\tCollaborative delivery of the Scheme Design culminating in a Design Authority Review 3 (DAR3).<br/>•\tEmphasis on shared planning, integrated decision-making, and joint ownership of design maturity.<br/>Phase Two – Detailed Design (mid-2027 to late-2028; approx. 14 -16 months)<br/>•\tDelivery of multiple engineering design work packages under a single contract.<br/>•\tSupplier will manage, resource and deliver all delegated design packages.<br/>•\tIt is anticipated that selected engineers from Phase One will remain part of the integrated project leadership team, while also guiding design teams within their parent organisation.<br/>•\tNRS will act as:<br/>o\tDesign Authority and CDM Principal Designer<br/>o\tIntegrator & coordinator of selected, specialist equipment<br/>o\tContract & interface manager for all project contributors.<br/>The Delivery Partner will be expected to demonstrate strong design governance, robust configuration control, and experience in complex, multi‑disciplinary design integration.<br/>3.\tWhat NRS is Seeking from the Supply Chain<br/>At this stage, NRS invites expressions of interest from suppliers who can demonstrate:<br/>•\tProven delivery of ME&I, building services and civil engineering design capability in complex projects.<br/>•\tAbility to embed senior engineering personnel into an integrated client organisation.<br/>•\tExperience of and willingness to embrace a collaborative and integrated project delivery team, with multiple suppliers represented.<br/>•\tExperience delivering Scheme and Detail design in a two‑stage model.<br/>•\tOrganisational capacity and capability to deliver multiple concurrent work packages under a unified contract.<br/>•\tStrength-in-depth and flexibility across multiple technical disciplines to enable reach back to support emergent project issues as required.<br/>•\tStrong safety culture, security compliance and quality assurance processes.<br/>•\tAppetite for a long‑term partnership approach across a multi‑year programme.
