Coverage: 51 active published awards; 51 bid reports (which may be per lot). Supplier values exclude multi-supplier awards, frameworks and DPS, and use GBP only. They are published award values, not payments. Published-to-award variance compares single-lot, single-award, single-supplier GBP procedures with explicitly non-framework/non-DPS status; increases remain in the average. Unpublished data stays unknown. Awarded suppliers are winners, not all bidders.

What is being bought
The Council have closed protocol lift systems in 26 of their properties throughout the Council area installed by Orona Ltd (Orona), as a result of an architect’s design, when the properties were built. The Council therefore requires to procure a contract with Orona to undertake all inspections, servicing, and maintenance of the lifts, lift shafts and equipment in those properties. This includes all certification together with the repair and/or replacement of missing or defective equipment identified during maintenance visits or call outs or through occupational use, mis-use, wear and tear or vandalism to the Council properties. The contractor will ensure that the lift installations are kept to a safe and acceptable standard under current legislation.

The award of this contract under the Negotiated Tendering Procedure can be justified under Regulation 33(1) of The Public Contracts (Scotland) Regulations 2015 for the following reason:- The services can only be supplied by a particular contractor because competition is absent for technical reasons and no alternative or substitute exists, and the absence of competition is not the result of an artificial narrowing down of the parameters of the procurement. Additional information: The contract being awarded is for 5 years with an optional extension of up to 5 years subject to satisfactory performance, financial standing and availability of funding

Procedure rationaleThe lift installations installed in 26 Council properties by Orona are ‘closed protocol’ systems. The lift installations are stand-alone systems where the device manufacturer produces all the devices and control panels for the complete network and there is no compatibility with any other manufacturer’s components. Therefore, the closed protocol lift installations can only be serviced, maintained, and repaired by qualified engineers from Orona Ltd.
