          "rationale": "Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee: This contract modification must be made urgently as there would otherwise be insufficient time to run a full, compliant PSR Competitive Process and mobilise a new service before the end of the current contract. Not carrying out the award in this instance would, therefore, be likely to pose a risk to patient or public safety.\nThe reason for the urgency was not foreseeable by and is not attributable to the Relevant Authority. The delay in commencing the upcoming PSR Competitive Process was due to the need to await national guidance regarding NHS 111 contracts, the publication of which was delayed considerably.\nAs stated earlier, this modification only serves to extend the current contract for 12 months, which will allow sufficient (but not excessive) time to complete the upcoming PSR Competitive Process and mobilisation of the new service.",
