  "description": "The Services to which this Notice relates fall within Regulations 74 to 76 of the Public Contracts Regulations 2015 (Regulations). Although HEIW may voluntarily adopt certain provisions in the Regulations neither the employment of any terminology nor any other indication shall be taken to mean that the contracting authority intends to hold itself bound by any of the Regulations save those applicable to services falling within Regulations 74 to 76. Bidders to note that they will be required to enter into terms and conditions of contract as set out in the tender documents and that save for matters of clarification or consistency, HEIW will not negotiate the terms. As this is a procurement that falls under the Light Touch Regime, HEIW is proposing to use a procurement procedure which is akin to the open procedure. All tender costs and any liabilities incurred by bidders shall be the sole responsibility of the bidders. HEIW reserves the right to award the Contract in whole or in part. HEIW reserves the right to pause, halt, abandon and/or annul the tendering process and not to award any or all the Contracts. The Contracts to which this procurement relates are funded via Welsh Government funding, refer to the contract terms and conditions and the ITT for rights reserved to the contracting authority should the said funding cease or reduce. Bidders are to note:\n(a) The number of student places to be commissioned annually will be conditional upon Welsh Government confirmation of funding; and\n(b) HEIW reserves the right to vary the range of student commissioning numbers by way of an increase or decrease; and\n(c) The proposed contracts are due to take effect on or around 01/09/2024 and provide for an implementation period.   "description": "In line with the Public Contracts Regulations 2015, NHS Wales Procurement Services and HEIW wish to hold a Preliminary Market Consultation event prior to launching a procurement procedure for the delivery of the Provision of Community Nursing Education and Training. As such, discussions will be held with education providers prior to starting a procurement procedure. Procurement Services and HEIW will run the Preliminary Market Consultation event virtually via Microsoft Teams on Wednesday 7th December 2022 from 10:30 - 12:30. Potential bidders will be provided with further insight into the requirement and given the opportunity to ask questions. In order to help define the requirement and to develop the contract’s requirement, following the presentation/Q&A session, potential bidders\nwill have an opportunity to have a 1:1 with HEIW representatives (maximum 10-minute allocated slot).\nNext Steps - potential bidders who are interested in attending this event:\n1.
