What is being bought

Published requirement description

Leicester City Council (the Council) undertook a procurement process to find a suitably qualified and experienced provider for the Occupational Therapy Trusted Assessor Learning and Development Service for residents of Leicester.

The procurement of this service has now concluded and the contract awarded. Services procured were as detailed in the tender documentation.

The proposed Contract will be for an initial period of 6 Months to commence on 24th August 2026 to 23rd February 2027 with no option to extend.

The awarded Provider will develop and deliver face to face Trusted Assessor training to staff working across the Adult Social Care and Safeguarding Division. The training will support staff who are not part of the Occupational Therapy Service to identify when equipment or minor adaptations can help someone to live safely and well in their own home, without requiring specialist Occupational Therapist skills. The training will focus on understanding the built environment of people’s homes in Leicester in relation to adaptations and provision of equipment, including how to arrange a prescribed list of equipment and small modifications via a contractor.

Through the Service, the Provider will deliver 11 full days of face-to-face training for approximately 150 to 155 staff, using local venues arranged by the Council. The provider will develop training resources, ensure trainers are appropriately qualified and understand local need, and ensure the training is culturally appropriate and reflects the diverse communities in Leicester. The proposed Contract will commence on 24th August 2026 and expire on 23rd February 2027. The contract period will be for six months. There is no option to extend. The estimated contract value is £35,000 plus VAT (£42,000). Further details in respect of this tender opportunity are contained within the Invitation to Tender documentation.

What this means for your bid
  • Price carries 60 of 100 points: a 10% discount moves about 6 points. This one is won on the number: sharpen the price before polishing the prose.

Price arithmetic assumes straight proportional scoring; the tender pack may use another formula.

Leicester City Council is considering commissioning a one-off training offer for a defined group of internal staff. It is anticipated, dependent upon an engagement exercise, that tenders for this service would be sought in 06/2025, to enable a contract to begin from 01/09/2025,

As part of the commissioning process, the authority is undertaking a soft market test. This gives potential providers and other stakeholders the opportunity to express their interests and feed in their views about the potential model and specification principles. The commissioners will use the information to appraise options and further develop the specification.

This process does not constitute a formal tender or other competitive bidding process and will not result in the letting of a Contract. The authority is using this process solely to test the market to gather information and ascertain the level of interest in this particular service. There are therefore no formal criteria which we will use to judge your responses and it is not our intention to provide any feedback.
