Procedure rationaleThe UKMFTS Hawk Team, Part of the United Kingdom Ministry of Defence (UK MOD) (the Authority), is intending to place a contract contract to RUBB Building Services for the dismantling of a RUBB Hangar at RNAS Culdrose, transportation and reassembly of the RUBB Hangar at Valley. The duration of the contract will be 18 months with no options to extend. The contract will have an estimated value of £2,200,000 (ex VAT). It is considered that this contract can be placed using the Negotiated Procedure without Prior Publication pursuant to Article 28(1)(e) of Directive 2009/81/EC and Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011. This is for technical reasons. RUBB Building Services are the original equipment manufacturer of the RUBB hangar and will assure that the Hangar is fit for purpose once reassembled at RAF Valley. By contracting with RUBB Building Services the Authority will maintain the manufacturer’s warranty for the hangar and work required to dismantle, transport and reassemble. Due to the adverse weather conditions at RAF Valley and the high monetary and strategic value of the assets to be stored within the Hangar the Authority would be exposed to unacceptable levels of risk and technical difficulties should the warranty not be preserved. The site at RAF Valley for which the Hanger is to be erected poses particular technical challenges in terms of ground works, drainage and levelling. As the original equipment manufacturer, RUBB Building Services’ has the technical knowledge and experience and the Authority has determined that contracting to any parties other than RUBB would expose it to unacceptable level risk in terms of performance, quality, cost and time of the works and unacceptable risk of technical difficulties in maintaining the Hanger through life. Rubb Building Services are a Small to Medium Enterprise (SME) and an Authority approved supplier with a good history of supporting infrastructure requirements.
