Published justification: The Comhairle’s current network comprises Vaisala’s sensors, components and systems. Competition is absent for the technical reason that a change of supplier would require a change in those systems which would not be cost-effective, and so no reasonable alternative exists.

Review procedure: This authority will allow a 10 day standstill period from the date of publication of this notice before entering into the contract. This period allows economic operators to challenge this award.
