Residential Children’s Homes for Torbay
Authority: Torbay Council (Local council)
What is being bought2 lots · detail below
Published requirement descriptionTorbay Council is embarking on an exciting programme to develop new children's residential homes within Torbay. We are seeking to work alongside experienced Ofsted-registered Children’s home providers to develop new local residential provision that enables children and young people to remain closer to their families, communities and support networks. We recognise the significant expertise, experience and innovation that residential care providers bring and we are keen to work collaboratively and build strong partnerships with organisations that share our ambition to create high-quality homes where children feel safe, supported, valued and able to thrive.
This Contract is being divided into the following Lots:
Lot 1: Council-owned Children’s Homes
Torbay Council will purchase two buildings to be used as Children’s Homes within the Torbay boundary. The two homes will provide for 2 placements each, contributing to a total of 4 beds. For this Lot, Torbay Council is seeking one provider to deliver both properties. The provider will already have experience of running Ofsted Registered residential care services and will work collaboratively with Torbay Council’s Children’s Services and other relevant officers to identify suitable properties, assist with any decisions regarding redevelopment, refurbishment, or design of the homes and subsequently register and operate the purchased Children’s Homes.
Lot 2: Provider-leased / owned and run Children’s Homes
For this Lot, Torbay Council is seeking one provider to operate two Children’s Homes within the Torbay boundary. The two homes will provide for 2 placements each, contributing to a total of 4 beds. The provider will source suitable accommodation and register and operate the Children’s Homes. The provider will already have experience of running Ofsted Registered residential care services.
- The authority expects to re-tender this requirement around 20 Oct 2029, 23:59 BST.
- How the procedure runs: A competitive flexible procedure is a multi-stage process, meaning that in the early stages Torbay Council is able to limit the number of suitable Applicants invited to participate in the subsequent stages of the Tender. Bid Submissions will be subject to a four-stage evaluation process: • Stage 1 – Selection • Stage 2 – Quality, Technical, Social Value and Price • Stage 3 – Presentation • Stage 4 – Final decision Torbay Council will use a Selection process to test Applicants’ previous experience, existing capacity, compliance with relevant legislation and their ability to demonstrate that there are no formal grounds for exclusion. The Questionnaire used for selection can be found in Part 4 Procurement Specific Questionnaire. Applicants must pre-register on the central digital platform (CDP) also known as Find a Tender Service in order to complete the Procurement Specific Questionnaire. Bid Submissions which successfully pass the Stage 1 Selection assessment will be subject to detailed evaluation in accordance with the evaluation criteria and weightings set out in this Section C2.3 of this Part 1 Information. Each stage of the evaluation process will be undertaken consecutively, and only those Bidders who achieve any minimum stated requirements for each stage of the process will be evaluated under the next stage. Applicants are expected to submit all required documents as part of their Bid Submission as there will not be a pause for resubmissions between each of the stages due to the critical path of the project.

- Price carries 30 of 100 points: a 10% discount moves about 3 points. The method statement decides this lot, not the discount.
- Turnover usually expected: about £4,226,141 – ~£5,195,256 per lot (twice each lot's annual value).
Price arithmetic assumes straight proportional scoring; the tender pack may use another formula. Turnover is an indicative market norm (≈2× annual value), not a published condition.

Winner shares use published awards; bid and price charts use contested lots.

How often small and medium firms win.
Share of awards where the winner’s size is known.
The counts under this question show how many awards have a known supplier size.
Small firms have won here. Neither number says whether you qualify; it describes who has been winning.
i
How often local firms win similar work.
Winners with a registered address in the delivery region, out of awards with a known address.
Here, local means registered in South West England.
A local branch does not count if the registered address is elsewhere.
Most of this buyer’s recorded winners are registered in South West England.
i
How long buyers here take to decide after bids close.
Middle value in days from the deadline to the first award notice, on competitions that published both dates.
Only decided tenders count, so slow ones still waiting are not in.
Half of these awards were announced within 55 days of the bid deadline.
i
How often work is awarded with no recorded rival.
Direct awards and tenders where every published lot count shows one bid.
Both shares are minimums: some awards have no bid count.
Thin markets produce this too; it is not proof of a tailored specification.
Direct awards or one recorded bid are common here. Check the route before spending time on a bid.

About this data
- Source. Official UK public procurement notices (Find a Tender), reused under the Open Government Licence v3.0. New notices arrive through the day; the figures are rebuilt nightly.
- Two views, kept apart. The authority’s own track record and the wider market for the same kind of work sit side by side and are never mixed. Where the local picture is too thin, a figure widens to a broader market and says which one it used.
- Forecasts are labelled. The price forecast and its range, possible competitors and the earlier-work matches are our estimates from past awards: not published facts, not win chances and not price advice. Official notices do not say who is bidding.
- Every figure shows what it rests on. Not every notice publishes a bid count, a value or a delivery region, so each figure carries the number of records behind it, and one built on few records is marked as such. The on a figure explains it; the counting rules are in the methodology. Spotted something wrong? Tell us.
