What is being bought

Wales & West Utilities is seeking to commission market research to inform its current and future decision-making over the next 3-5 years. During the period, research may also be commissioned to inform its Business Plan for the regulatory period from 2026. Currently, this market research is not specifically defined, but Wales & West Utilities would like to put in place a framework of suppliers able to deliver the requirements as they arise. Potential service providers should have experience of working with the utility sector and a good understanding of how the energy industry and specifically the gas sector is structured. Wales & West Utilities wants to commission research that engages with audiences in the UK and most commonly with audiences in our geographical operating area of Wales and south west England. Research will most frequently involve domestic consumers and subsets of this group. On occasion, research may be commissioned with representatives of SME's or specific groups of SME's or business sectors such as the public, private or voluntary sectors. The requirement will be divided into lots and tenders may be submitted for all lots: Lot 1 - General secondary research insight services - Typically desk research and unlikely to include direct interviews Lot 2 - Stakeholder including customer qualitative research services Lots 3 - Stakeholder including customer quantitative research services including use of advanced statistical methods and analysis. Wales & West Utilities is looking to award a 3 year contract with the option to extend for up to 2 years.

Comparable-procurement analytics

Benchmarked against retained Find a Tender procedures with CPV division 73. The category anchor is Research consultancy services (73210000); this is a deliberately broad market comparator. The comparison is shown at several levels rather than pretending one company or region is always the best benchmark.

Comparison setProceduresReported bids per procedureNamed award suppliersPrice evidence
Market: CPV division 733,0453 median · 26.7 average (1,087 of 3,045 with a bid count)2.5 average (1,228 of 3,045 with named award suppliers)Not published

Delivery region: UKL1063 median · 4.9 average (59 of 106 with a bid count)1.3 average (62 of 106 with named award suppliers)Not published

“Reported bids” is an official aggregate, sometimes reported per lot; it is the closest available competition measure. “Named award suppliers” are winners, not all applicants.

Price-outcome signal

Not enough comparable procedures currently publish both a GBP tender value and a usable lowest-valid-bid value to calculate a responsible price-reduction benchmark. Tenderline deliberately does not infer a saving from named award suppliers or from missing award values.
