Procedure rationaleThe Council are evaluating options for re-tendering this contract together with neighbouring authorities. The procurement of this contract was being developed to account for the timing and implications of Brexit and the UK's national Resource and Waste Strategy which were both delayed. Due to the Covid pandemic and the Council's workload in dealing with other key priorities it has not been possible to progress this procurement in the timeframe envisaged. Due to the Pandemic the Council are also experiencing increased tonnage as a result in the shift of materials from the commercial sector to household kerb side collection and the impact of this is still being evaluated locally and regionally. Therefore the Council is exercising the provisions available under Regulation 32(c) of the Public Contract Regulations 2015, namely that for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation cannot be complied with.
This is a short 6-month contract to allow time to undertake the planned re-procurement. |
