There are 2 NATO Stock Numbers (NSNs) that are codified in scope of this requirement. The provided items must meet all applicable military specifications and quality standards. There may be opportunities for further items of a similar nature to be added to the contract following its award, at the discretion of Babcock Land Defence Limited. Compliance and Performance Management: Key Performance Indicators (KPIs): The resulting contract will include specific KPIs related to: • Delivery Performance • Contract Amendments • Progress of Articles • Non-Conformances • Quality Registration • Warranty Repairs • Minutes of Meetings Deliverable Quality Plan Delivery Instructions: The Contractor must ensure that all deliveries comply with the guidelines set out in the Logistics Commodities Services Transformation Authority Managed Material Supplier Manual. This will cover the following: • Adherence to specific packaging, labelling, and transportation requirements. • Assets must be delivered according to the agreed schedule, with clear communication in case of delays. • If subcontractors are used, they must also comply with the same delivery standards. Procedure rationale“The Ministry of Defence intends to award a contract to Lifeline Fire & Safety Systems Ltd for the Refurbishment of Fire Extinguisher Systems (Fire Suppression Systems) for the Foxhound Protected Mobility Vehicle Platform (PMVP) for a period of 8 years, 3 years with 5 x 1 Option Years. The estimated total contract value is not to exceed £835,000.00 ex VAT. It is considered that the award of the contract is lawful in accordance with section 41 of the Procurement Act 2023 utilising Schedule 5 paragraphs 6(a) and (b) for the following technical reasons. 1. Lifeline Fire & Safety Systems Ltd are the Original Equipment Manufacturer (OEM) for the Systems. Under a separate contract with the UK Ministry of Defence, Lifeline Fire & Safety Systems Ltd has undertaken design modifications to the Systems to incorporate the changing legislative requirements and to change the mode of operation of the Systems, by incorporating a firing mechanism within the extinguisher instead of an external trigger mechanism. 2. This contract is for the refurbishment of the Systems, which incorporate the modifications described in paragraph 1 above. 3. Lifeline Fire & Safety Systems Ltd hold the IPR as the OEM and is the only company that has technical information, specifications, drawings and safety data for the Systems, including the modifications described in paragraph 1 above. 4. The firing mechanism described in paragraph 1 above is safety critical to the operation of the extinguisher and Lifeline Fire & Safety Systems Ltd is the only company that can refurbish this firing mechanism. Without the necessary technical specifications, alternative suppliers would not be able to conduct refurbishment to the whole System (including to the firing mechanism), as to do so would undermine the integrity of the System. This notice is not a request for expressions of interest so please do not apply to be invited to tender. Babcock Land Defence Limited is to negotiate a single source Contract with the named supplier Lifeline Fire & Safety Systems Ltd, Falkland Close, Coventry CV4 8AU, United Kingdom
