Procedure rationaleThe Ministry of Defence (the Authority) has awarded a Single Source Contract with Ultra PCS Limited for the Repair and Refurbishment of Optical Electrical and Electronic Components and Associated Assemblies.
It is considered that this contract placement can be placed using the Negotiated Procedure Without Prior Publication pursuant to Regulation 16(1)(a)(ii) of the Defence and Security Public Contracts Regulations 2011 for technical reasons because;
a. Ultra Precision Control Systems, who are the original equipment manufacturer and the Design Authority hold all design drawings/information, technical specifications and technical expertise and Special Tooling and Test Equipment required.
b. Due to the interoperability requirements of the equipment, the repair and refurbishment cannot be undertaken without access to the OEM and Design Authority technical documentation, which is not available to third parties, no other party at this current time would be able to support this requirement.
This notice is not a request for expressions of interest so please do not apply to be invited to tender. This notice advises that UK Ministry of Defence has awarded a single source 7 year framework agreement with the named supplier and this notice is published for reasons of transparency only.
